Why this matters
Today, DOS data lives in WinWam (SQL/VB Pro) and mLO (Systems Automation). Both go EOL in 2027. Other agencies that need EVCS uptime, complaint counts, or licensing flow get one-off CSV exports — usually emailed.
In this design, every public dataset gets an HTTPS endpoint, scoped by agency and guarded by OAuth. MassDOT can subscribe to the EVCS uptime feed and back-fill their NEVI compliance dashboard without a phone call.
